vb.net - Table Value Parameter missing data table data -

I'm new to the TV in the SQL server and am trying to understand the basics. I have created a sample TVP in Northwind database in SQL Express, my code from VB.NET is quite simple (see below). The TVP parameter is empty in the process. I have tested TVP in SQL Server and it works fine. any idea? Does SQL Express fully support table value parameters?
