ip address - How should I handle unregistered accounts? -

My impression is that, since I first hit stack overflow, since then it has changed my IP address to user form Because I can do a question without logging into traditional means, but I still have been tracked.

Does this do this? Support a non-logged in user as an IP address? Or is it a combination of cookies / sessions and IPs?

I want to implement a similar solution, but I'm afraid of IP revision and users are afraid to put an IP to get another user's account. How should I manage this?

Stack overflow uses a cookie instead of your IP address ), So the IP address is not reliable anyway (this is from memory, I have not knowingly been logged out of SO in a lot of time .;)

You can use "normal" login cookies By using the same method, you can just trust it as much as registered accounts Stems are the only warning that whenever a new / logout user visits the site or better, it has to be generated as well, as they want to do something that requires tracking Such as posting a question in the example of SO)
