How can the global variable be used in Oracle? My scenario can be used by the user with an Oracle package / process that has a global variable, I need a separate copy of the global variable value for each user. Each user comes under a different Java session, the instructor invokes this DB package
There are Oracle Spawn Threads in an Oracle session. Is this formula the values of the global variable to the values of other user threads Change?

Your problem does not exist Global Package Variable is actually global Not every session has its own variable (i.e., each user and, if the user logs multiple times, then each session has different values).
And you can not create threads on your own, especially on Unix, Oracle does not use thread as far as I can tell.
