I am using official so that users can share my site.
The button is working just fine, though the counter does not work and lives at zero all the time. (After you have tweet, this client side has increased, but if you press F5, it will be zero again)
This is my very easy code to include this button:

The specified URL () is a regular URL that returns a web page with an HTTP code 200, i.e. no redirection or not that could potentially mislead Twitter.
You have prepared a small example, where you can see the problem. On the "real" page, the Tweet button is wrapped by AddThis, but the problem is exactly the same.
I think some new Twitter URL Shortter (T.Co) in it, though I can not prove it and it seems that it is okay to work on other people's pages.
There are some potential problems related to this, one of these is that if the link becomes small Twitter will not add up until you add "counter-url" URL assets.
In addition to this, Twitter does not calculate Tweets coming from protected accounts (accounts which do not share their Tweets)
